Lebenengel meant that the guy is just a normal townspeople in Caleria who happened to be standing next to the horses outside the Defense Force HQ. That guy is not a named character. That's what "generic character" meant in this case.

It's not that you're a bad guy, Lord Riou. It's just that your questions were practically already answered before you even asked them (the source of SARSadmin being the citizen in Caleria and the citizen was standing near the Defense Force HQ as mentioned by Lebenengel). You just need to read and understand more before you decide to ask. But of course, it's still a good idea to ask rather than to assume.
