Indeed. Luc and Sasarai were created in the Year 444, much later than the True Fire and True Water being stolen.

This would suggest that prior to Hikusaak creating this method, the true runes were probably just kept there in the temple while Hikusaak divises a way to hold them.

Sad for him, those dudes came along and stole 2 of his precious true runes leaving him with only wind and earth.

He then came up with the cloning method and poof, out came Sasarai and Luc...

Of course, this generates a question... Was Geddoe's True Lightning originated from Harmonia as well? Heck if this is actually known, knock my head...
