Could yout travel on Kooluk territory in Suikoden 1??

For those who have Suikoden 1, could you go beyond this Panuu Yakuta place or not?

You can't. The forested area in the south won't let you.

In fact, you're limited to travels within only the Scarlet Moon Empire throughout the entire game. Not even the slightest mention of Kooluk, too.
