I guess you just have to post a theory one of the boards and if SARS likes it he will ask you if he can use it on the site and then you say yes and there you go your theory on the speculation board.By speculation board I assume you are talking about the place on the Suikox site where SARS puts all those articles about character's like that blonde guy being a harmonian spy and not a board in the messageboard area.
