All True Runes might have the power to summon (only a speculation)

That we don't know, but we know for certain that they are under the control of the person or being that allows them passage into the world. So, for one reason or another they are not doing things based on their own will.

I believe that true runes give the holder immense power to wield, control and use. However i do not think that all of them are able to summon. I say this because Konami wouldn't want it to happen as it may take too much effort to create and it may get boring to the long time suikoden fan.
