[Phase 13] Kooluk exploratio south of Acherit

The Kooluk explorers Pierrot Le Fou, Wex Daarus, and Drago explore the unknown lands south of Acherit. As they proceed, the terrain becomes damper, gradually turning into swampland. Their feet taken by the thick swamp and their marching speed significantly slowed down, the explorers neverthless continue on.

After a few weeks, the explorers come upon a town within the lagoon. Numerous ships docked to its port, the explorers didn't believe their eyes at first. The town was owned and ran by pirates, led by a leader known as Steele. The Kooluk forces are easily spotted by guards, and one of the pirates ride forth to meet the Kooluk explorers.

The pirate states that their leader is currently away, but that they have enough provisions and soldiers to withstand an attack from the exploration force. However, they also say they are willing to make a deal with Kooluk because they do not wish for their location to be attacked by land. They offer Kooluk to raid one port within reasonable distance (within 7 naval regions starting from the "Black Bay" naval region) each phase if they have the capability. They say they can arrange this pact immediately.

(Kooluk, PM me if you accept this offer. If you don't accept, then you can attack this region in phase 14. If you accept it, you'll basically have a non-aggression pact with Steele).

The Black Bay will be between Merceto Bay and Southwest Kanakan Sea I assume?
