He actually responds to her presence, which is that of ancientness, but he doesn't join the stars because her appearance appears youthful.

But anyway... It is possible that Genoh, during the first 850-ish years of his life was just a wee turtle at the Island Nations, then it swam and swam to the Waterfall Basin of Falena, and it suddenly grew into the big elephant-like footed tortoise that we all know and love. And have trouble recruiting because we have to level up stupid Alhazred if we want to get him as early as possible.

Of course, the chances of that being likely is... I dunno, remote.
