Sorry to drag this thread up from the bottom of the ocean, but will the population limit vary based on the terrain of a specific territory? For instance, I know that a plains region would be very capable of supporting a large population, while a desert region would not. Will this be set up so that a plains territory will supply agriculture x 10 population, and a desert will supply agriculture x 4 and so on for the various terrain types, or is it all going to be the same across the board?
