I took two years of ASL in High School, so I can make a stab at an answer. :)
As far as I remember, most of the deaf people who have learned to speak are either people who went deaf after learning speak, or they're not totally and completely deaf so they hear, to a certain degree, enough to understand verbal language.
THe likelihood of someone who is in a state of profound hearing loss being able to communicate verbally is VERY low. It has happened, but the problem is that since they cannot hear the sounds they are making, they cannot tell the difference between them.
Does that help?
