Shu's fire strategy

I wonder why people like Shu the strategist in Suikoden II so much even though he is not adequate to be a strategist. People who are brilliant strategist should always remember that they cannot put themselves in danger or rely on chances intead of doing calculation and speculation. Even an average strategist would not likely to risk themselves. That is so clear that Shu already accepts his failure in beating Leon in strategy, therefore he uses dumb luck. What would happen if he failed and died in the forest...? Apple and Klaus cannot handle Leon's strategy, or even Jowy's hesitant one, though they both are able strategist...!
