I think Flare wears the Obel Queen clothes at the end while Lino has his fancy clothes on. That may be the source of the confusion.

For a while, Officer JNX was your commanding officer over in Harmonia, but you had been inactive until recently. I charged him with the task of trying to bring you back to the Nation Board because we're getting pretty active. We need all the people we can get at the moment. But recently, you were made a free militia again, out of Officer JNX's jurisdiction.
