I'm going to say Luca. He suggests killing Anabelle to Jowy and that's definitely despicable but Jowy didn't have any other choice...right?

1. When he first suggested it I thought him "despicable"
He suggested Attacking Karaya Village while it was undefended pretty much during Chris' chapter 1. Everyone with him were appalled by the idea.
2. Reluctantly I gave in, for there was no other option
If he didn't suggest this, the nights trapped in between the grassland forces would be wiped out. |
