Nope, Kelley was never able to wield Sturm. Sturm chose Elza instead, which is what led to the whole incident of Elza killing kelley.

kelley also had brown hair, and didn't wear glasses. Of course, HVG is all about secrecy, so people may wear disguises, but at this point it's uncertain.
