Trouble recruiting LaTiDo

The last DoReMi elf, the white one, seems to be causing me quite a problem. I can't remember how I recruited it on my previous playthrough, but I can't seem to get him now. Does the success of his recruitment depend of Cornelio's level?

Captain, I don't think there is any success rate or stuff. I got LaTiDo at Level 43. You probably have a full party. You have to have at least one free space in your party or entourage to be able to successfully recruit the DoReMi elves.

Anything for you anytime, BFF. One wonders why you're up at 5:30 am. :|

Anyway, I'm kinda having trouble with the one at the Mountain Path between Beaver Lodge and Yashuna Village, but I haven't gone so long as an hour (maybe fifteen minutes) trying to find it anyway. Do elves still show up even when you're equipped with a Champion Rune?

Probably not, being that they're level 1 and are met through encounters.
