Using the incredibly detailed rune lists of Suikosource, I would think it should be very easy to make assumptions as to what the other True Runes are/could be.

For example:

True Wind > Wind, Cyclone, Sword of Cyclone, Wind Rune Piece
This we know for a fact.

Beast Rune > White Saint Rune, Shining Wind Rune, etc.
Very plausible speculation based on runes that we know exist.

Rune of Divine Sense > Sound/Melody Rune, Window Rune, etc.
A fair guess I would think.

So looking at the list of runes in the world of Suikoden, what can everyone come up with?

I would say, most likely Resurrection is a spawn of Night Rune.

And i think things like Barrier and Wall rune should be spawns of the Sovereign Rune.

And i'd guess a Rune of Brute spawning forth things like Fury, Double Beat, Double strike...

I always thought Resurrection comes from Rune of Life and Death...
Its about Life after all. but it makes sense that it comes from the Night Rune (since Resurrection is good against undead)
and I thought Fury comes from True Fire

Some runes seems to be more like a technique than a rune though, so I will exclude them and only puts the magic and effect runes

Here's my pick (feel free to add more and edit it)

1. Rune of Life and Death (Souleater)
- Darkness
- Resurrection

2. Rune of Beginning
- Shield (since it seems to be very similar to the White Shield)
- Swords of magic (?)

3. Gate Rune
- Pale Gate

4. Sovereign Rune
- Turtle
- Barrier

5. Dragon Rune
-

6. True Wind Rune
- Wind
- Cyclone
- Gale
- True Holy/Godspeed (???)
- Holy

7. True Fire Rune
- Fire
- Rage
- Fury(?)
- Fire Sealing (?)

8. True Water Rune
- Water
- Flowing
- Sunbeam (?)

9. True Earth Rune
- Earth
- Mother Earth

10. True Lightning Rune
- Lightning
- Thunder

11. Rune of Punishment
-

12. Eightfold Rune
-

13. Circle Rune
-

14. Rune of Change
-

15. Blue Moon Rune
- Phero (?)
- Draining
- Drain

16. Night Rune
-

17. Beast Rune
- Fury (?)
- Killer (?)
- Counter (?)
- Violence (?)

*I am not sure where should I put the swords of magic, do they come from the elemental runes of the Rune of Beginning (the Black Sword side)?

Just think of giving some backgrounds

1. Rune of Life and Death (Souleater)
- representing life and death

2. Rune of Beginning
- gives the bearer ability to judge war. White Shield represents protection,
Black Sword represents the offensive force.

3. Gate Rune
- ability to connects to other worlds

4. Sovereign Rune
- gives the bearer immunity to other runes, represents absolute rule

5. Dragon Rune
- allows Dragons to exists and gives bearer the power to control Dragons... (what can be spawned from this rune -_-)

6. True Wind Rune
- power of wind

7. True Fire Rune
- power of fire

8. True Water Rune
- power of water

9. True Earth Rune
- power of earth

10. True Lightning Rune
- power of lightning

11. Rune of Punishment
- representing atonement and forgivessness

12. Eightfold Rune
- only Konami knows what the hell does it do...

13. Circle Rune
- representing order and stability

14. Rune of Change
- representing change

15. Blue Moon Rune
- representing compassion and destruction, turns bearer into vampire

16. Night Rune
- allows annoying talking sword to exist... I mean allowing the "creatures of night" to exists, also the ability to destroy them

17. Beast Rune
- represent animalistic rage and passion

I would like to hear when the shield rune was born from the bright shield rune and how come there so plently full a mere 15 years later AND in an entirely different region than dunan? Its proballe that the trio at the end traveled to the grasslands but even still....

There were a bunch of new runes in S2 that were not in S1 too (example, Blue Gate, Darkness).
After a mere 3 years, people can have more than one rune slot.
Even the spells on the runes are not entirely the same. (Take Cyclone for example, in S2 it has Healing Wind as the first spell, and in S1 that is the second spell of Cyclone. Shredding attacks only one enemy in S1, and it attacks all enemy in S2. It has Storm Warning (reflects magic) in S2 and in S1 there is no such spell. )

These are changes the Konami staff decides to throw in in each game. Its rather boring to have the same thing over and over again. the system needs improvement, this has nothing to do with the story. You dont see the characters in S2 wondering why they can have up to 3 rune slots now instead of just one, and nobody in S3 says "Wowowow hold on, where does this support characters thing come form? and what is this skill points system? We dont have that back in Suikoden 2!"

About where does the Shield Rune comes from... lets leave it as just another addition and improvement of the rune list. After S2, Konami thinks its cool to have a lesser of version of the Bright Shield Rune in S3, and so they design a Shield rune.

And on a sidenote, 3 months after the Dunan War, the S2 trio did travelled to Grassland... (Suikogaiden Vol. 2)

EDIT: Alright, nevermind that rune slot problem. Because Konami actually explained the increase of rune slots as that in recent years, runemasters improved their skills and so now they can have more than 1 rune attached to people... -_-
Makes you wonder about the how many rune slot we will get in Suikoden 4 huh?
