Home Guard is actually the same as Governor. So only 1 Governor/Home Guard per region. The 150% thing is meant to be extra 50% on offense and extra 25% on defense, which means they have half of the Nation Leader and Royal Guard's bonus combined.

Oh, I see. The language of that section made it seem like this "Home Guard" was 'assigned to the governor of that region', thus giving me the idea that they were two separate positions. Thanks BP. :)
