Need help on suikoden 4!

i just beat the defending obel battle against the 2 kooluk ships and im supposed to run out of the headquarters and then head back in to the war room to find out the headquarters is actually a ship...but no scene gets activated onces i leave the headquarters! whats going on??

I just checked a FAQ, because it's been a while since I've played, and it says to go to the Saloon, not the War Room.

Well to get to the War room you need to cross from the Saloon, and nothing happens when i enter the saloon eithier.
