[Phase 14] Grassland exploration of Western Continent

The Grassland explorers, Highwind, Cathari, and Cyrano set off from Sawgrass Landing to explore southeward towards a peninsula said to exist-- jutting out from the western continent. As they proceed, their lack of navally specialized officers pit them into a storm, resulting in a 25% reduction in their crew. However, they continue on.

After a few weeks of wandering, they finally spot land. Finding what appears to be a town with a dock, they sail in. Nobody hails them although chimneys were showing smoke, signifying that there were people living there. The explorers promptly set their foot on the land, and proceeded to understand what was going on.

Soon they encounter a group of desperate, broken-willed people who say they are there simply trying to make a living. All of them escapees from an oppressive regime in the further west, they live under constant fear of bandits, but they say that the situation is better to be ruled by the bandits than returning to their own land. Some even speak of the bandits as their protecters because they keep "them" away.

The Grassland chief Highwind negotiate that they will protect them and make sure their needs are provided better than by these bandits, and ensure that they will ward off bandit attacks if necessary. The citizens of "Fortvilelse" agree to be under the protection of Grassland rule, especially after seeing the mighty cavalry of Highwind, the mysterious gunners under Cathari, and the organized display of skill under master archer Cyrano.
