[Phase 13] Highland exploration in the southern seas

The Highland exploration party sets out to explore the southern seas to look for an uncharted landmass, spoken only as a rumor among sailors. The party continues southeast, and after a few weeks finally spot land in the distance. However, as they near the land, they spot a vessel coming towards them... which slowly raises the Jolly Roger...

Defeated, Brandeau flees the scene. The captain of the foreign vessel hails the Highland vessel, and their captain eventually boards the Highland ship. The captain introduces himself as Tsunayoshi, a local lord belonging to the Shogunate of Katana. He thanks the Highland Explorers for fighting against the pirates, and extolls Highland's bravery in combat, then expresses his disgust towards the pirates.

However, he regretfully tells you that he is forbidden by his king, whom they call the "Shogun" to interact with foreigners. He says that his nation has a policy of having no interaction with the outside world. For that reason, he says he can not entertain the explorers at his manor, which he say would be disrespect worthy of a thousand deaths, but he says he can't do anything about it due to it being the Shogun's mandate.

Not wishing to let you return without a token of appreciation, Tsunayoshi gives the explorers a book on "Military History" (+2 PP for one phase when used), and bids them adieu.
