That looks like the picture of the Harmonian flag from Theirstar. I would assume then that the symbol is the Harmonian Flag.

I don't think anyone would scream if we assumed thats also the Circle Rune.

True but when have you seen a rune which looks like that, a multicoloured rune with werid markings on the side. Still theres nothing wrong with assuming it.

We do not know if that even is a rune, as far as we know, Lonelion, , it is either the flag of harmonia, the circle rune, both or none.
