If you're worried about clutter in the links up top, why not just have one link for the War FAQ and inside it provide the links to the nation map, regionlist, duel engine simulator, and battle calculator?

And sub-menus can't be too bad. How else are you supposed to find out what's for lunch when you're hundreds of feet below the ocean? (Okay, that was a bad joke, my apologies.)
